Introduction
Seure is a personnel service company, established in 1990 and jointly owned by a consortium of cities and healthcare districts in Finland. They provide comprehensive personnel solutions to critical sectors such as healthcare, education, and social services. Amidst labor shortages and evolving employment needs, Seure embarked on a journey to enhance operational efficiency and revolutionize the job booking process using modern technology.
In 2018, Seure’s IT assessment revealed significant gaps within their information systems. To address these deficiencies and align with their forward-thinking strategy, Seure sought to transition from their outdated systems to a new, customer-centric digital infrastructure. They selected Microsoft Azure as their platform and Zure as their development and strategic partner, recognizing our expertise in Azure and digital innovation.
Having successfully designed and implemented the OmaSeure mobile application for Seure’s workforce of over 19 000 people together, Seure and Zure started the work on renewing Seure’s customers’ digital experience and ordering process and creating OmaSeure for customers.
Challenge
Seure embarked on a journey to reinvent the whole business with a customer-centric focus. This shift brought to light the potential for new services and the opportunity to offer a fresh customer experience on a digital platform. Seure recognized the need to take control of the match between our employees’ solutions and customer experiences.
The existing customer solution wasn’t able to fully meet Seure’s evolving needs and future requirements of dealing with several industries, work environments, job roles, and job requirements. Taking their digital customer experience and services into their own hands, Seure could directly address the interface between employees and customers. Not wanting any constraints of readymade products to dictate what they were able to deliver, Seure decided to build the solutions from scratch.
Goal
The goal for the new customer application was to replace an outdated ordering channel with a solution aligned with Seure’s strategic vision and integrated with the OmaSeure employee app. Renewing the user interface would allow clients to place orders directly accepted by employees, improving customer experience and reducing the need for Seure’s intermediary role. The new user interface was aimed to guarantee efficient operations and improved customer experience.
This would greatly improve user experience and optimize the matching of customer needs with the workforce which is at the core of Seure’s mission.
Implementation
The new OmaSeure application for customers was designed and built in tight collaboration with Zure’s designers, developers, architects, and quality assurance experts.
In the new application, Seure’s clients can seamlessly order workforce for various needs and track the progress of their requests. Seure’s digital platform now facilitates direct communication between Seure, their customers, and employees, streamlining the process of resource allocation and shift management.
The OmaSeure app allows clients to maintain and update the fundamental details of their work sites, ensuring that all information is current and easily accessible. This pivotal ordering channel has become essential in optimizing Seure’s service delivery and enhancing the customer experience.
The application also includes a service called Resource Center, designed for meticulous order processing and optimized shift planning, helping Seure’s customers further optimize their workforce management by offering a comprehensive, transparent view of their own staff and leased personnel. The Resource Center proactively monitors adherence to customers’ requirements and responds to their needs immediately.
Zure’s experts assisted Seure in developing a customer-focused approach, identifying key user needs, and leveraging data to drive decision-making. Adhering to usability and accessibility standards, we crafted a design that resonated with users and facilitated their daily operations.
Tight Deadlines
At times, the project was marked by urgency, with tight deadlines and a broad scope that required meticulous attention to detail. A significant ERP overhaul took place in tandem with the development process, but our experts managed to navigate through this major change without hiccups.
Despite the pressure, the partnership thrived. Completely new services and solutions like the Resource Center, a workforce management service and solution in the application, was built in just a matter of months.

As the essential channel for orders, the application serves as a central hub for managing work site information and employee interactions.
As of 2023, the system facilitated 6.4 million work hours, with customer satisfaction consistently above 4/5. Positive feedback from Seure’s clients, including accolades from department heads, confirmed the impact of our solution in their daily workflow.
Plans for the Future
Seure conducts annual customer surveys, with recent feedback highlighting the application’s ease of use and smooth operation. Ideas for further development often stem from user suggestions, shaping the ongoing enhancement roadmap. The partnership continues and development of the OmaSeure app continues.
Looking ahead, Seure and Zure are leveraging AI to optimize user experience, enhance automation, and optimize workforce management in the future.
